North Northamptonshire Council Community Governance Review – October 2025

North Northamptonshire Council (NNC) commenced a community governance review in September 2025, which is expected to conclude before the May 2029 local elections. The review is a formal process to assess and make recommendations regarding the electoral arrangements of town and parish councils in the area. 

  • Timeline and process: Approval: The NNC’s Democracy and Standards Committee approved the review’s outline timetable at a meeting on October 7, 2024. The review officially started on September 1, 2025, with the publication of the terms of reference.
  • Consultations: The process includes two ten-week consultation periods, allowing the public, parish councils, and other stakeholders to submit representations.
  • Implementation: Recommendations from the review will be implemented in time for the May 2029 local government elections. 

Reasons for the review

  • Local Government Boundary Commission for England (LGBCE): An earlier LGBCE review led to the North Northamptonshire (Electoral Changes) Order 2024, which altered some town and parish ward boundaries and councillor numbers. The community governance review offers a chance to consider and amend these arrangements.
  • Population changes: The review will address population shifts and new developments, such as the Corby West Sustainable Urban Extension, which prompted Corby Town Council to express interest in expanding its boundaries.
  • Hyper-devolution: The review’s findings will inform a separate project on hyper-devolution, which is examining what services could be devolved to parish and town councils. 

Potential outcomes

The review has the authority to recommend changes to community governance arrangements, including: 

  • Altering parish and town council boundaries
  • Adjusting the number of councillors for each area
  • Creating, abolishing, or merging parishes
  • Changing parish ward names and boundaries

Postal Vote Elections Information

Postal votes now last up to 3 years. Letters and application forms have been posted to anyone whose postal vote expires on 31 January 2026 so that they can re-apply. Please click here for further information.

Bin service over Christmas Period

Extra general refuse. NNC can’t accept side waste accepted for your general refuse bin. Bin lids must be closed as they will not accept any overfilled bins. Please take any excess waste to your local Household Waste Recycling Centre for disposal.

Extra recycling. You can present any extra clean, dry and loose recycling in an open cardboard box if the weather permits this. Alternatively, use a clear plastic bag next to the bin.  Excess cardboard must be flattened and stacked neatly against the recycling bin if the weather permits this.

Polystyrene can’t be recycled.

Garden waste. The last garden waste collection will be on Friday 19 December 2025. Service resumes from Monday 5 January 2026.

Christmas trees. If you have a subscription, Christmas trees can be chopped up and placed in your garden waste bin. Alternatively they can be taken to your local Household Waste Recycling Centre.

Remember, your bin needs to be out by 6:30am on the day of collection and you can put it out the night before if easier.
